you can purchase express arrivals (and departures) in with your booking.
Friends just paid $25 per person for this.
I can't imagine a company like Flight Centre would be offering a service if they had not looked into all aspects of the legality etc.
When I last used VIP services, I accompanied the person who took our documentation.
Had sight of passport throughout.
