I arrived around 9.30-ish at night on the Jestar flight from Sydney in March. I had my 60 day visa already so can't comment on that part, but I was only about 20 or 30 minutes in line to get through immigration.
Waiting at the carousel for my luggage took just as long again so VIP would have done me no good anyway.
