Jetstar have never weighed my hand luggage out of Perth (or leaving Bali).
I took a normal sized bag with wheels as well as my DSLR camera bag, my wife took the same size bag with wheels as well as her handbag.
Nobody said anything. My bag was about 13kg too, when the maximum allowed is 10kg.
