Customs & Border Protection do the passport,departure card thing. The security, x-ray checks after this is done by Airport Security.....they are not Customs, Immigration or Police Officers.
There are no Immigration officers as in Bali.
Customs also do the same on arrivals, checking visas etc
Baggage on arrival is checked by both Customs @ Quarantine ( Department of Agriculture)officers.
