On the north coast of Bali, Pemuteran. Once you are there, it is free since the coral is right on the main beach. There is plenty of it and you can spend as long as you like exploring the huge heads of coral and seeing the fish.
There are no hawkers on the beach. Plenty of accommodation from beachside posh to main road back packer. You can get transport from Lovina or just catch the local bus from Lovina for about 20,000rp. Its rough but it gets you there. It is 10 min walk from the main road to the beach.
