If that's your budget, don't spend it on either Shangrila or Palms. Neither one is worth those sort of dollars.
Of the two, I preferred Shangrila. While it is smaller, it was also friendlier and big enough for our needs. Palms was bigger but just concreted and a cold, unfriendly atmosphere.
Had dinner at Watergarden and it was gorgeous. I'd look to stay there or Pondok Bambu in town, which is small but lovely and inside your budget range.
For me, I found Candi Dasa itself to be a bit quiet and boring and was happy to leave after 3 nights. We had 7 nights booked as part of an Ebay voucher we'd bought for Shangrila ($99 for 7 nights with a second voucher free) - nobody approached us for a time share talk.
