Yes, the same thing happened on my previous flight which was with Garuda. They had immigration forms but no customs forms.
These passengers I was referring to actually had the immigration forms in their hands with their passports, but had not filled them out.
Once it was determined they were not completed they got sent to a desk in front of the immigration lines to fill them out before returning to the officer who sent them. It just added to our wait time in the queue as this was all going on.
