I would call Telstra before you go and make sure it is actually unlocked. I wouldn't always believe what they tell you in a Telstra shop.
It's always been free to unlock iPhones as far as I know, at least with Vodafone and Optus anyway. I rang up and unlocked mine the day I got it, didn't cost a cent. They just tell you to sync with iTunes to complete the unlock and it's all done.
