After you exit the terminal sliding doors walk past the information counter & go to the right. Take the lift next to the Bang Kopitiam restaurant to the 3rd floor. Turn left & walk about 30m to the departures drop off zone. At that time of night you will find many Blue Bird taxi's dropping off passengers. You should find one game enough to take you using the meter. The Blue bird drivers are often scared to pick up as the Ngurah Rai drivers intimidate them.
