I've posted this before, albeit about 12 months ago. Some of you may be interested. Whilst it may seem humorous -and to many it is, please be aware that some of those who are offering Vaigra, Cialis etc etc are either working for the Polisi or are Polisi undercover.
You'll find a greater incidence of this happening toward the second half of each month. Particularly in the greater tourist areas, (Seminyak, Legian, Kuta, and Ubud etc). When "funds" are short. I have it on good authority that many of the Touts are co-ersed into being front line sellers. This is because they may have a fine etc to pay and don't have the cash to pay it, so they have to "work it off".
Also remember, for those of you who may be considering buying off the street, the contents of the Viagra box may no be what it appears. There have been instances where the unsuspecting overseas traveller has bought is stuff only to be changed with buying Ice, Dope or Cocaine.
If it sounds too good to be true, then it probably is. Caveat emptor.
