Yeah, this seems to be more and more common lately. I also make a point of asking about the meter BEFORE getting into the taxi. I once had a driver refuse but was desperate for a ride..(late and needed to get to Seminyak. At the end of the trip, I gave him slightly more than the regular fare and just got out and kept walking! If more people start getting out of taxis that refuse to put the meter on maybe they will start to get the message!
