A few years ago these groups of children were on the streets accosting tourist by rushing up & surrounding them whilst shoving handfuls of leather bands in your face, meanwhile the smaller ones, who were about waist height, would pickpocket bumbags etc. The police did move them off the streets but looks like they are back again. We watched a very tall German looking guy walking along Legian followed by a couple of small kids, he had a huge backpack and the kids were trying to open compartments. He was oblivious to them so we called out across the road, just pointing he turned around and got the message. I would be saying to them, Police, Police and don't let them anywhere near your person.
