fully what you wrote, your taxi driver tried to rip you off by claiming he did not have any change and you then went and got change yourself, which should have been his job to do, and then you rewarded him for making you do what he should have done (change wise) as well as trying to rip you off by tipping him approx 45% of the total fare.
That sort of behaviour is what encourages them to keep on doing it.
Honesty might deserve a reward dishonesty certainly does not.
