When you arrive in bali you will depart the airport throught the old terminal. There is no customs or immegration checks. You will get your VOA and undergo these in Jakarta.
In Jakarta it depends on which airline you are flying to bali with as to which terminal you will depart from.
I was in Jakarta about 2 weeks ago and I'm pretty sure there there is no facilities to buy alcohol.
