Don't go down to Rockingham as by the time you get to the city from the airport then get a train to Rockingham then go to Rockingham foreshore most of your time will be spent travelling and you have to do it all the way back and get to the International airport. Rockingham to the Int airport is about 50 min by car or up to 90 min during peak traffic times.
Going to the Mall in Murray St Perth to kill a few hours would be less stressful, there's lots of cafe's, arcades to walk thru etc.
