There are several important announcements in the current NOTAMs (notices to airmen) that will impact scheduled civil aviation services arriving and departing Ngurah-Rai International airport (DPS) during October.

Of course this has the potential to seriously upset the travel plans of many people visiting during this time.

The earlier public announcement by the Indonesian Ministry of Transport is also important.

Transportation Ministry spokesman Bambang S. Ervan has been reported as stating on 26 June that Ngurah-Rai International airport would be closed from 10:00-16:00 on Oct. 5-6 and Oct. 8-9, though this information is likely superseded by the current NOTAMs

Impacts upon Lombok's International airport (LOP), and Surabaya's International airport (SUB) should also be anticipated as they are both formally diversion airports for DPS, and may also be receiving a number of visiting aircraft for temporary parking during the peak visit period.

Inter-island flights, and international flight normally arriving and departing from Ngurah-Rai International airport (DPS) will be disrupted by landing and take off slot reallocation, and some may be cancelled completely on key days of the Summit as an outcome.

The notable current NOTAMs issued for Ngurah-Rai International airport are:

1190/13; this describes the closure times for civil operations.

OCT 06 0200-1200, OCT 08 0500-1200 AND OCT 08 2300-OCT 09 0600

These times are stated in UTC (Indonesia Central Time— eight hours ahead (UTC+8) of GMT).

So +8 hours should be applied to arrive at the local time applicable to Bali.

So those (NOTAM) announced closure times are:

OCT 06 10:00-20:00, OCT 08 13:00-20:00, and OCT 09 07:00-14:00

6 Oct 10:00am-8:00pm, 8 Oct 1:00pm-8:00pm, and 9 Oct 7:00am-2:00pm

The Ministry of Transport announcement in June should be considered superseded by the current NOTAMs as they are the issuing authority for those notices in Indonesia.

There is other information of interest in the current NOTAMs that may effect travellers as they impact upon the access to the airport facilities by airlines during that time.

1180/13; states that APEC support flights are permitted during the partial closures, so civil and military traffic associated with APEC will be permitted with priority to VVIP aircraft at those times.

For example, when aircraft carrying dignitaries such as the Indonesian President arrives it is customary for the airport to be closed to other traffic. That is standard procedure at DPS, regardless of APEC.

1179/13; this describes the limitation of 45 minutes on the ground for domestic operating aircraft and 90 minutes for international operating aircraft.

This may have some serious impacts upon schedules and the allocation of landing and take-off slots during this time.

1178/13; states "no remain over night for all acft (aircraft) commercial and chief executive officer/apec business secretary council due to apec ceo summit"

That last one is going to make things even more challenging as they appear to be moving the aircraft out of DPS, hence my comments concerning impacts upon LOP and SUB arising from the repositioning of those aircraft.

Without doubt there will be other closures and disruptions including to the terminals and airport precinct that are not defined in the NOTAMs (notices to airmen) as they may not directly impede actual aircraft operations.

They are however likely to significantly impact travellers using the airport, or transiting the roads nearby.
