any time frame, whether 2 or 3 hours, is principally to allow enough time for every passenger on whatever size plane it is to be processed and baggage loaded, if you were to be denied boarding if you had not checked in AT LEAST 3 hours prior to a flight then every plane would be forced to fly empty, lots, if not most check in desks do not open till 2 hours before a flight is due to leave some do state 3 hours but that would be to allow more stringent security checks.
