I think the ATMs are always a better option during IdulFitri because the money changers, understandably, take a defensive attitude in case it all goes pear shaped and the banks are closed so they are stuck with the consequences.
Outside of times like this, all the banks vary in how much they charge for a transaction so they may be as good as the money changers or not depending on that.
It depends on what your particular bank charges, what the Indonesian bank charges and what price you personally put on convenience.
