receiving calls if you do get international roaming turned on. The person calling you pays to get to Telstra but then another network (whichever one you choose in Bali) has to be paid to get the call to you and that's what you pay for. The charges are usually pretty steep (SMS is a much cheaper alternative, if it works for you).
However as you say, if you know you don't have international roaming enabled, you can't do anything. Check your providers website to see how to enable it - some let you do it online.
