When the cost of living rises in any country prices also will and need to rise in order for people to keep the standard of living they had, whatever that may be.
Therefore if, for example, you hire a car and driver there will be a rise because of the fuel but also a rise because the cost of living has gone up.
If hiring a self drive car the rise in petrol will not change anything until you fill up when it will cost you more, but the price of renting the vehicle could legitimately go up because of the rising cost of living.
