I am so sorry this happened. i would most certainly complain as water is a basic right. Also, anyone -regardless who- should bend the rules for a minor. In fact, not only minors often don't have a credit card but also alot of seniors (my mother for one).
Another point - a few months ago on a Jetsar flight. Some young women next to me were refused because they had debit cards with pin and i felt so sorry for them i paid for their meals. The girls were very grateful and paid me back in cash.
