I also have walking problems. The Sanur Beach Hotel is wheelchair friendly. Lovely hotel recently taken over by the Aerowisata Group (or something like that) and many improvements done but getting quite pricey. Have walk in showers in the duluxe rooms, and although there are steps in the hotel there is always an alternate route with ramps and they have elevators. They are directly on the beach but you can't go very far along the beach walk before you find a section of the path that has been washed away.
Shopping centres are difficult. Hardys has a lift. Centro and Mataharis Kuta only have escalators. I wouldn't go out in the streets in a gopher. Just too difficult and dangerous.
Segara Village may be another hotel to look at.
