Not quite sure what you mean by the "top"...however
You can enter the town of TL from main road - through a barrier to a parking lot on RHS. There is a food area across main road with maybe 10 cafe / restaurants, then down to temple. Maybe 6 minutes walk for me (I am 65).
Else there is a restaurant area to west of town (about 20 minutes stroll to temple) overlooking the sea. Can get there by turning right before entering the town and parking there. But a steep short climb to the restaurants.
