Whilst the Balinese are not Muslim, many people living and working in Bali are from Java and beyond and are Muslim, so yes there will be many shops closed for a period of time - could be 2 days or could be a week or more.
Idul Fitri starts on 8th August, this is the day the fasting stops and the celebrations begin (like Christmas for most of us). The 8th and 9th are seen as red days (public holidays) on the Indonesian calendar so offices, banks etc are closed.
Most of the people I know here who are Muslim will head back to their villages for celebrations and usually head off 1 week before Ramadan and return 1 week after.
If a tailor is open you may find they will take longer to make the clothes are their suppliers may not be open, sometimes the price is increased as well.
