It's not Ramadan that will have any effect on business or traffic. You'd be unlikely to even notice that it was Ramadan at all. It's the 4 or 5 days AFTER Ramadan that everything goes nuts. Day one of Idul Fitri is August 8th this year (Thursday).
You'll find many textile based shops are closed - tailors, sarong wholesalers etc as they go home to Java to visit family.
Traffic in Bali becomes total chaos during these days as many non-muslims from Java will come to Bali for a short holiday and will bring their cars with them. It's quicker to walk anywhere than to get into a taxi in the Kuta/Legian/Seminyak area. Traffic on Jl Legian is basically slower than snails pace. It took us about an hour and a half to get to the airport one year during this period.
