Always make sure you ask the driver if he has a meter & it is on prior to getting in the taxi. That is why most people recommend bluebird as they are the most reliable. We have had drivers say the meter is broken, or they refuse to turn it on & simply want to barter the price. This is usually the darker blue taxis, not bluebird. A scam, i think not they are trying to make money, you just need to tell them no or get another taxi.
