If you want good snorkelling you need to catch a boat. I agree Menjangan is awesome, but it is a long drive from southern Bali, followed by short boat ride. You can snorkel from the beach at Mangroves on Nusa Lembongan, but you have to go by boat to NL. If you do go to NL there is also great snorkelling ( via boat) at Nusa Cenigan at the Wall, Crystal Bay and Manta Point (where, if you go at the right time, you can swim with mantas).
