try the bali sanur beach villas- www.balisanurbeachvilla.com well under your budget and whilst not super flash they are new and in a great location with your required closed in living area. I stayed last year and the only thing that disappointed me was the lack of outdoor living space- no grass for the kids to run around etc. Great little private pool though!
