The price will depend entirely on the size and complexity and also location on you body, for the tattoo you have in mind. I paid $200 for my last one - Saraswati on my forearm. She's quite detailed and in colour, and took the best part of 4 hours all up.
That wasn't their first price, but not far from it. I've negotiated the price on all my tattoos in Bali and never been dudded on quality for doing so. I've seen some people say that if you haggle "too low" they'll do a crap job. Truth of it is, no good studio would do this because the word will get out and they'd lose business. They'll tell you when you've hit a price that's too low as they won't agree to it. Same as haggling with anything.
I always take a picture with me, though have had minor changes made most times. They'll do a design for you if you don't have one. They also have plenty of books with designs if you want to look through those. Go and see them at the start of your trip, work out your price and book in for your last or second last day - since you shouldn't swim or be out in the sun with a new tattoo.
