Hi there Holidayone, you can still hire scooters without an Australian endorsed motorbike licence. You can get a licence in Bali. If you just talk to one of the tourist police you may see on the streets and they will take you.
However
If you get a licence over there and ride and you're injured. Your travel insurance does not cover you at all. So please keep that in mind.
The longer you hire the cheaper it is. If you hire for 2 weeks, you can get from about 25-35000RP per day.
It is actually quite easy to ride in and around kuta and the busy areas, as you follow the slow traffic and you really do go slow. But you would need to be very very careful if you were to go out on the other roads, I am experienced and I sh1t myself, lol.
It is a risk without an international licence, and a risk I have taken before. Though I do own and ride a motorbike in Oz now, so completely covered for insurance etc when I go to Bali and ensure I have the correct international licence.
As for fines, I haven't been fine because I've always had a proper licence when pulled up.
