If you buy a cheap one ($8) it will be a toy. Fun for the kids to bang around on, and a good little gift.
BUT
If you have a child who wants to be able to tune it up properly, and have it stay in tune, (play proper chords etc) you will need to spend the money on an instrument, rather than a toy.
(I have learnt this through experience!)
The Bali 'instruments' mentioned in the other posts are still very cheap compared to their counterparts in Australia, assuming they can be tuned and stay in tune.
So I guess it depends what you want.
