Although they are lovely hotels I don't think either the Padma or the Dynasty would be in the beer budget category. Have a look at the Kumala Pantai, it's apparently quieter and right on the beach at Legian, which is the best beach in my opinion and if your hubby doesn't want to venture too far there are heaps of lovely restaurants within walking distance. Of course if you're going in the school holidays It may already be heavily booked, but they do have 2 bedroom apartments for families. Another to look at on a beer budget in Legian is Casa Padma Suites, their deluxe suites aren't much over $100 for two large beds, so would accommodate the whole family. I hope they enjoy the trip.
