I have dived at Gili's and Tulamben and I think Tulamben is a better beginners dive. The Gili's have stronger currents and the dives that I looked into (and did 1) were all ones you had to get to by boat. Tulamben are all directly off the shore and the ship wreck is great! There were mild currents but nothing like Gili's which were STRONG! Also Jan/Feb is rainy season so getting to Gili by boat would be rough!
I agree with sherbet and would do your theory before you go to avoid wasting a day doing classroom stuff in Bali.
