It's a bit pointless from a health perspective! Anyone walking down the main street or eating at any of the restaraunts (just about all open to the elements) would be breathing in all the exhaust fumes from the near stationary traffic! Early evening you can see the smog just looking up the street and it is dense! Maybe they'll ban alcohol next, a lot of people get more P'd off with drunks at their hotels early in the morning!
