For a legal wedding you will need to get a certificate of no impediment signed at the consulate. We used a wedding planner to organize the ceremonies (must have a religious one and a civil one in Bali, you choose from 5 options of religion and if the couple don't have a real one the Protestant ceremony is quick and not too many religious overtones) and at one point the planner thought we may be able to send info and give her permission to collect certificate but they wouldn't be in it. We had filled in paperwork prior to going re bride and grooms info and parent's info and witnesses Id.and emailed it to the planner. (We used Bali Wedding Butler and dealt with Deasy) A photo of the couple is required which is put on the actual marriage certificate, we had to do this twice as in the first one we sent the couple were standing and the height difference was too great so needed to be seated. Planner then photo shopped in a red background. Will report on the wedding in more detail later but happy to answer any questions if I can.
