I was trying to get mine the day before Ramadan. His brother said that despite their efforts there were people " in the office" making it difficult. The instructions from youre daughter sound like the correct procedure. i dont think anyone actually does the driving test.You will need youre passport also. Mine cost 350k which i think applied some extra " grease" to get things moving as it was close to Ramadan and they were slowing down a bit. one fella there on my second visit was getting a car licence for that day and managed to get a permit in time
