I always ask for a receipt from the VOA counter. The receipt has the exchange rate used in the conversion. Occasionally, I also get a few thousand extra rupiah that the VOA fellow had "forgotten" about.
The conversion works like this:
Your $A X selling rate for Rupiah X selling rate for $US25 = $US25.
The rates used by the the VOA fellow are those of the airport exchange counters. I always get at least Rp 200 per $A1 better rate at the Kodak Shop in Kuta.
