There are public boats that go and are very cheap. e.g. if you are on Gili T, go to the main jetty and there is a schedule. From memory there is a boat a couple of times a day to Gili Air and Gili Meno.
The alternative is to charter a boat. If you do this, you can also incorporate a snorkelling trip, doing a drift dive over the area where there are often turtles. Then get the boat to take you to both islands, perhaps have lunch on one of them - Gili Air has some nice casual places with berugaks (bales) on the beach.
