Please don't assume that the number killed involves "lot of tourist". It is easy to see why so many Indonesian are killed by the speed a lot of them travel at even in conjested areas.
We have been riding bikes (110cc) for many years and rarely exceed 40km/hr. Sure you can be badly injured at that speed,even killed, but for transport around the Kuta to Seminyak area and perhaps up to Umalas at 20 - 30km/hr the bike is a safe means of transport for an experienced rider. No-one should try to get a licence in Bali if they don't hold a bike licence from their country of origin.
