I think Sherbert's message was harsh and judgemental.
If you are staying at a hotel and think the gardens are well maintained and add to the pleasure of your stay, then tell the gardener. It is always nice to be acknowledged and to know that your work has brought someone pleasure. It is also reasonable to assume that porters, cleaners and bar staff get the most tips.
In my experience the gardeners have been universally polite and greeted me with a smile. I never thought to give them a tip, but now I will.
