Time will tell and in Indonesia, as you know, there is no dignity in haste.
remember how the the Padma Hotel encroached 20m onto the beach. They survived around 15 years until a regime change forced them back to their correct boundaries.
The same with so many places just off the beach in Amed. None of them have IMB's and one day their day will come. Perhaps 10 to 20 years but eventually the local government will elect people who will do something about it.
