Anyone can go to a dodgy dirty tattoo place, no matter what part of the world they are in. And if they do, then more fool them. You can get diseases and infections from not being selective where you go to get tattooed even in Australia, US, UK and so on.
If you go somewhere clean with good hygiene practices, fresh needles and ink, gloves etc, then it shouldn't matter where in the world you are. If you go to Central Africa, Columbia or Uzbekistan and can't find a tattoo place with these standards, then obviously you wouldn't be real bright to get a tattoo done there, would you?
All boils down to common sense, surely. Same applies for piercings, medical or dental procedures and so on. Then again, maybe common sense isn't as common as it should be.
