Confined in either the needle or syringe itself it can survive for much longer, hence on the tip of a tattoo needle it will die virtually straight away in the exposed air. The bigger worry with needle stick injuries would be Hepatitis B or C which are able to survive in exposed air for a lot longer, from 16 hours to week and will last in a syringe for a lot longer than that.
