economic and social situations.
I would suggest that the vast majority of the world has sanitary conditions worse than Balis.
This is the so called "third world", which is in part why people have a fascination about going there, and Bali is no exception.
Singapore has a "sanitized" version of Asian living, but does not have the allure of other "dirtier" yet more exotic and attractive Asian places.
Personally, I do not find the rubbish situation as bad as some have been reporting recently, and I have seen the efforts of many locals in working to clean up their environment to good effect.
Balis cultural ways of life, with open markets and profuse offerings, along with tourists insatiable appetite for plastic bags will continue to provide challenges for local authorities.
I watched with interest yesterday as a guy with a couple of cattle pulling boards dressed the beach in Tuban, coaxing the animals with a stick and clearing small amounts of debris as he did so.
It would be done differently on Bondi.
This is Asia and Viva la Difference.
