To own Hak Milik land and to sell it, you have to be an Indonesian citizen with a KTP.
My wife is an Indonesian citizen with a KTP. When she sells her land in Indonesia, she goes there in person and hires an Indonesian lawyer to make sure the transaction goes smoothly.
Personally, I would not get involved. Get your friend to sell the land herself/himself.
