You didn't need a permit to bring kopi luwak into Australia until about 3 years ago when it was discovered that one of the vectors for the SARS virus is civet cats (aka luwaks). That I believe is the main reason that they introduced the permit so it's a health issue. And of course because it gives the Aust. government the opportunity to introduce more legislation, which we so desperately need.
