Yes $AUD is worth more than $US on the world market BUT (and this has always been the case) the indonesian authorities originally decided that the cost of a visa would be $US 25 and would only accept that currency (and that basically still applies) but when you get your VOA receipt you are getting it from a bank booth and banks worldwide are there to make a profit so what you are actually doing is BUYING $US25 at THEIR exchange rate,not the one you see or hear as being the "official rate",so that is why you have to pay more.
