What you are saying is correct for Australia. If you go over your allowance on anything you will be charged duty on the total amount. Bali, as stated, is up to the customs officer. Years ago I was marched in to the little room(scary when you are travelling on your own and your luggage has been left at customs) because I had a 4 litre cask and was charged then, $10. Never again.
