Exactly as said below... pay for VOA in Sydney, was $24 a week ago. Booth is next to Garuda bag check in. You will be given a form saying that you have paid and immigration officials will come around during your flight and stamp your form. Too easy. Straight through to get your bags once you reach Bali :)
