Obviously let airline know, request wheelchair assistance, he won't want it but you will get priority & assistance at either end of flight no charge. The assistant in Bali will do all the voa & immigration for all traveling together.

Pick a hotel that is beach front near the boardwalks either Sanur or Kuta that way you can get close to beach, beach bars & traveling along admiring the views into other hotels etc.. Maybe choose a hotel that is more than 3 stars & hope they don't have too many steps, ask that you have a walk in shower in the bathroom & check that pool has walk in steps. Could go on & on but you get the gist of it, not saying that 3 star & under wouldn't have those facilities but harder to find so less choice. Good luck.

Maybe even look at something in Nusa Dua so not so far for travelling to dialysis.
